On 24 July 2025, at Bilik Tanjung in the Ministry of Works, Kuala Lumpur, Roadcare (M) Sdn Bhd received its Surat Setuju Terima for Phases 1 and 2 of the Blackspot Programme and for LPKSI, together with work instructions for federal roads in Peninsular Malaysia. The ceremony was officiated by the Minister of Works, Alexander Nanta Linggi, and attended by senior ministry management. Wan Imran Wan Omar, Chief Executive Officer of Roadcare, received the documents on the company's behalf.
A Surat Setuju Terima is the letter of acceptance that allows awarded work to begin. The accompanying Arahan Kerja set out the works to be carried out on the federal network. No contract value was disclosed at the ceremony.
Both parts of the handover point at the same objective. The ministry described the Blackspot Programme as giving priority to road user safety, and the federal road works as keeping road infrastructure in good condition so that the network across Peninsular Malaysia stays safe, comfortable and serviceable.
Safety work under the Blackspot Programme runs alongside the routine and periodic maintenance Roadcare already carries out under its federal road concession, rather than separately from it. Work instructions of this kind are how that programme moves from an allocation on paper to crews on the road.
